Consulting Services (I) for the National Geo-Spatial Data Infrastructure (NSDI) Development Project

BACKGROUND & PURPOSE OF PROJECT

In the National Medium Term Development Plan 2004-2009 (Rencana Pembangunan Jangka Menengah Nasional, RPJMN), the Government of the Republic of Indonesia (hereinafter referred to as “GOI”) indicated that the development carried out in a certain region caused problems such as the degradation and depletion of natural resources and environment, because in such area, geo-spatial data have not been utilized as reference for coordinating and synchronizing development among sectors and regions. Accordingly, GOI formulated a program for Reforming Integrated Regional Development Planning and it focuses on the utilization of the National Spatial Plan (Rencana Tata Ruang Wilayah Nasional, RTRWN) and Island Spatial Plan (Rencana Tata Ruang Wilayah Pulau, RTRWP) as basis / reference for regional planning.
The other various critical issues which need quickly respond in such fields as conservation of natural resources, environmental and land use management, agriculture production, urban planning, prevention of natural disasters have been a major concern of GOI. The various development projects require planning and prioritization in a comprehensive manner. As a consequence, a need of national common geo-spatial data on the Indonesia’s entire land is recognized in all sectors.
The objectives of the Project are to achieve good governance of central as well as local governments, efficient administrative works, and evasion of duplicated investments and works in the production of geo-spatial data through (1) acquisition and production of geo-spatial data of Sumatera island, (2) development of NSDI networking system, and (3) utilization of NSDI to support Regional Development Planning for provincial governments, thereby contributing to the appropriate management of natural resources, protection of environment and mitigation of natural hazard, and ultimately contributing to overall economic development of Indonesia.

CHARACTERISTICS, CONCEPT, STANCE & SKILLS OF PROJECT

There are five aspects to be developed on the establishment of NSDI: Institutional, Intellectual / Legal Rights, Fundamental Geo-Spatial Dataset, Technology, and Capacity Building. By developing NSDI, it is intended to create environment in which all stakeholders, using its technology, standards and the shared geo-spatial data and information, can facilitate efficient collection, share, disseminate geo-spatial data among all stakeholders, cooperate and interact with each other to better achieve their objectives in supporting the national goals of GOI at different political or administrative levels, as well as the public and private sectors in order to promoting the economic stabilization and development efforts.
