The Project for Capacity Development on Solid Waste Management in Jerico and the Jordan River Rift Valley

BACKGROUND & PURPOSE OF PROJECT

In Palestine, small municipalities that experience difficulties in operating waste management services by themselves formed the Joint Council for Services, Planning and Development (JCspd) to perform the services jointly. According to this scheme, the JCspd for Jericho and Jordan River Rift Valley Waste Management was established, and joint waste management services commenced in the region concerned. However, a large number of municipalities are not providing adequate waste collection services, and there are also many municipalities that are confronted with financial difficulties due to increases in operational costs.
Under these circumstances, we honored a request for technical cooperation in establishing the model and system for waste management by the municipalities and the JCspd in the Nablus, Tubas and Jericho districts in August 2004.
Through the provision of technology, guidance and counsel, this project aims to make local Palestinian municipalities capable of independently operating waste management services in the Jericho and Jordan River Rift Valley region by developing their capacity for improved waste management. Furthermore, it also aims to propagate the experience gained from implementing the project in the Jericho and Jordan River Rift Valley region to the entire JCspd and other regions through seminars and workshops using the waste management system developed in this project as a model.

CHARACTERISTICS, CONCEPT, STANCE & SKILLS OF PROJECT

This project aims to help enhance the capacity of local Palestinian municipalities to operate waste management. In collaboration with local municipalities, we will investigate the current status and needs related to the waste management, and then develop and implement an action plan for improving the current waste management system. While collaborating in the development and implementation of the action plan, it is expected that local Palestinian municipalities will become capable of developing, managing and continuously operating a sustainable waste management system by themselves.
We will therefore provide aid through this project with the aim of having local Palestinian municipalities propagate and deploy the model mentioned above by themselves upon the conclusion of the project. Furthermore, throughout the course of the project, we will perform a series of publicity activities and campaigns, and hold seminars and workshops to develop awareness in local residents of the importance of improvements to the current waste management system in cooperation with the organizations concerned such as local municipalities and residents' associations.

EFFECT OF PROJECT

This project is expected to achieve the following 7 outcomes:
1) Establishment of the operational framework of this technical cooperation project.
2) Establishment of the waste management system in the Jericho and Jordan River Rift Valley region.
3) Achieve an understanding about the current condition of waste management in the Jericho and Jordan River Rift Valley region.
4) Development of the short-term improvement plan for the waste management system in the Jericho and Jordan River Rift Valley region.
5) Implementation of an action plan and the realization of improvements made to the system.
6) Implementation of seminars aiming to propagate the experience of improvements made to the Jericho and Jordan River Rift Valley region.
7) Acquisition of basic knowledge concerning the general waste management.
